SAOPŠTENJE ZA JAVNOST

Crnogorski Savez Praktičnog Streljaštva – CSPS izražava duboko žaljenje zbog tragedije izazvane djelovanjem po svemu sudeći poremećenog pojedinca, a porodicama ožalošćenih izjavljuje najdublje saučešće.

Izjave date u prvim danima nakon tragičnog događaja na Cetinju u pogledu budućeg tretmana sportskih organizacija i insinuacije u pravcu istih, date u trenucima tuge, ljutnje i srdžbe  skreću pažnju sa pravog problema – ilegalnog posjedovanja oružja, a sportiste stavljaju  na svojevrstan stub srama, uprkos činjenici da sportisti i sportski radnici godinama promovišu bezbjednost i doprinose podizanju svijesti i znanju građana u pogledu bezbjednog i sigurnog rukovanja sa sportskim oružjem.

Crnogorski Savez Praktičnog Streljaštva je nacionalni sportski savez, koji u Crnoj Gori postoji i radi već više od 20 godina i u skladu sa Zakonom o sportu,  bavi se sportom, definiše sportska pravila i način održavanja zvanične lige takmičenja, organizacijom međunarodnih takmičenja i državnog prvenstva, kao i pripremom i nastupom nacionalnog tima na zvaničnim evropskim i svjetskim takmičenjima a sve prema pravilima Međunarodne Konfederacije Praktičnog streljaštva (eng. International Practical Shooting Confederation -IPSC), koja postoji od 1976. godine i broji 108 zemalja u svijetu.

Članovi naše sportske organizacije su pripadnici raznih profesija, doktori, profesori, inženjeri, pravnici, advokati, pripadnici vojske i policije, ekonomisti, i ugledni privrednici, savjesni građani koji poštuju zakon, imaju visoku svijest o bezbjednosti i posvećeni su edukaciji i promovisanju odgovornog ponašanja. Svaki sportski strijelac je osoba besprekornog ponašanja, bez krivičnog ili prekršajnog dosijea, uzoran član društva i sasvim sigurno bezbjednosno najviše provjeravani sportista i građanin. Ozbiljnost, tačnost i ispravnost procedure kojima su podvrgnuti sportisti, najbolje potvrđuje  nepostojanje krivičnih djela izvršenih od strane članova našeg Saveza u periodu od 20 godina.

Mi smo sportisti koji u vrlo skromnim uslovima, sa velikim ličnim odricanjima, godinama ponosno predstavljamo našu zemlju na međunarodnim, evropskim i svjetskim takmičenjima i koji se strogo pridržavaju zakona i propisa  Crne Gore.

Redovne kontrole rada našeg Saveza, klubova koji su članovi Saveza i sportskih terena koji su registrovani za izvođenje naših aktivnosti, vršile su nadležne službe Ministarstva sporta i mladih, Ministarstva unutrašnjih poslova i Uprave za inspekcijske poslove, pri čemu nijesu konstatovane nepravilnosti.

Smatramo da kompleksnost pravog problema – zloupotreba ilegalnog oružja, nesretni događaji na Cetinju, zahtijevaju najširi društveni dijalog ka pronalaženju zajedničkog puta prema naprijed. S toga pozivamo, da sve relevantne strukture društva započnu otvorenu i iskrenu komunikaciju o novom i poboljšanom putu, koji će u krajnjem našu državu učiniti bezbjednijom i sigurnijom za život svih njenih građana.

Ističemo da ilegalno oružje i kriminalne radnje pojedinaca ne smiju postati povod za stigmatizaciju bilo koje zajednice i pozivamo nadležne institucije na strože kontrole ilegalnog oružja u cilju unaprijeđenja bezbjednosti svih građana.

S toga, kao i do sada ostajemo otvoreni za saradnju sa institucijama i javnosti kako bismo zajednički radili na prevenciji zloupotrebe oružja i očuvanju bezbjednog okruženja za sve nas.

Dear Regional Directors, Athletes and IPSC Officials,

In the beginning of January 2025 in Montenegro mass shooting happened. 12 people shot dead including 2 children. The criminal who did it was under the influence of alcohol. He has no connection to any shooting sports and used illegal firearm for killing people (please read the article by the link below):

The Montenegro Government has intention to ban firearms owning in the country where IPSC Athletes will lose their sports firearms forever. And to ban IPSC sport as well.

If it happens in Montenegro, it will be very dangerous precedent for other European countries and all IPSC Regions in the world as well.

We ask you kindly to get an active position in this dangerous situation for IPSC and help the Montenegro Association of Practical Shooting.

If you have good connection to Ministry of Sports or Olympic Committees or with NSSF, or other Government Authorities, please ask them to appeal to Ministry of Sports of Montenegro (ms@ms.gov.me) and Montenegro Olympic Committee (cok@t-com.me) with a letter of support.

And we kindly ask you to prepare yourself the official letter from your Regional IPSC Directorate in support of the Montenegro Region as well.

On behalf of the IPSC Romania Regional Directorate, we extend our heartfelt condolences to the families affected by the tragic mass shooting in Montenegro. This horrific event has deeply impacted not only your nation but also the global shooting sports community.

We understand that the Montenegrin government is considering a ban on firearms ownership and the IPSC sport in response to this tragedy. While we unequivocally condemn the actions of the perpetrator, we believe that punishing responsible sport shooters is not the solution. It is essential to recognize that it is not the guns or cars that kill people; rather, it is individuals with mental disorders, substance addictions, or criminal intentions who pose a threat to society.

The potential ban on IPSC could set a dangerous precedent for other European nations, undermining the rights of sport shooters worldwide. We urge the Montenegrin authorities to consider alternative measures that address public safety without infringing upon the rights of responsible gun owners and athletes.

We stand in solidarity with the Montenegro Association of Practical Shooting and are committed to supporting your efforts during this challenging time. Together, we can advocate for a balanced approach that prioritizes safety while preserving the integrity of our sport.

On behalf of IPSC N.Ireland we would like to extend our heartfelt condolences to all the families , relatives and friends affected by the tragic mass shooting in Montenegro earlier this January.

It is heartbreaking to learn of such a tragedy at any time but this was at a time when many would have been looking forward to a safe, healthy, happy and prosperous New Year. For the victims , families ands friends these hopes were brought to an end in an act of senseless violence which can only be described as pure evil.

We here in N.Ireland are only too aware of the suffering caused by acts of evil carried out by individuals/organisations using illegal weapons to destroy innocent lives. We fully support the IPSC athletes in Montenegro and all legitimate holders of firearms in Montenegro who I am sure have like us here in N.Ireland have been throughly vetted and found to be upstanding members of the community before a licence to possess a firearm is granted.

We would ask the government of Montenegro to look favourable on the sporting community and not to implement knee jerk legislation which would impact legitimate sportspersons but instead look at implementing measures which would remove illegal weapons from individuals/ organisations intent on carrying out such atrocities as occurred in early January.
